An interesting related discussion revolves around the appointments to the county’s first Civil Service Commission. Two of the three appointees, James McCarley and Pat Gallagher, have stellar law enforcement, management and civil service commission qualifications. Political campaign work appears to be the primary qualification of the third appointee.
