David M. Smith has repeatedly proven his commitment to serving our community.

Current clients include Biozyme Remediation Technologies, Inc. and EarthShare of Texas. Smith is also the state legislative coordinator for Texas Neighborhoods Together, a coalition of homeowner and neighborhood associations including the Plano Homeowners Council and others statewide. Past political clients have included a number of candidates as well as the Democratic Party of Collin County, who he served as the primary elections administrator during the previous three election cycles.

Highlights of Smith’s Plano City Council service include working on the Finance Committee and following the Regional Transportation Council as an alternate member during all three terms. Smith also served on a variety of local, state and national committees focusing on public sector information systems, telecommunications, transportation, community planning, animal services, the environment and energy.

Other civic activities while Smith has resided in Collin County include service as an advisory director of the Plano Chamber of Commerce and as an officer of the Plano Homeowners Council and each of the homeowner or neighborhood associations wherever he has lived.

Church involvement has included serving as the vice chair of the church council, as a building trustee, a liaison to the troop’s Boy Scout troop and as a Sunday school superintendent and teacher.

Smith’s corporate career began as an engineer at Texas Instruments and ended with middle management posts at EDS. While at EDS, Smith also served as an instructor in their internal leadership development program.

Prior to his corporate career, Smith served in United States Air Force and Texas Air National Guard civil engineering units.

Smith earned his Bachelor of Engineering degree from Vanderbilt University.

Smith was born in Port Arthur, Texas, and grew up in nearby Groves, where his father served as Mayor. Smith has resided in Richardson or Plano for 30 years. Twenty of those years have been in Plano and in Collin County.
